On October 16, 2025 (Reiwa 7), amendments to the Immigration Control and Refugee Recognition Act landing criteria took effect. The five core changes are:

If you leave Japan for long periods without good reason, your management activity may not be recognized, potentially leading to a renewal refusal. You are expected to continuously engage in management activities in Japan.

📑 Application Process and Document Checklist

The typical process when applying from overseas:

  1. Incorporate the company / secure an office / hire staff: complete company registration, lease an office, and sign an employment contract with a full-time employee.
  2. Prepare business plan + expert review: draft the plan and have it reviewed by an SME consultant / tax accountant / CPA.
  3. Apply for Certificate of Eligibility (COE): submit to the Immigration Services Agency; review usually takes 1–3 months.
  4. Apply for a visa at the Japanese embassy/consulate: after receiving the COE, apply for an entry visa at the Japanese diplomatic mission in your country.
  5. Pick up residence card after entry: obtain your residence card at the airport/port upon entry, or at the immigration office.

If you already hold another residence status in Japan, you can apply for a change of status to Business Manager — a common path.

❓ Frequently Asked Questions

Q1: I have ¥5M. Can I still apply for a Business Manager visa?

New applications after October 16, 2025, generally require ¥30M in capital. Existing visa holders under the old rules can renew during the transitional period (until Oct 16, 2028), but permanent residency applications and changes to HSP (ii) are restricted.

Q2: Can I work from home?

In principle, no — you cannot use your home as your business office. You need an independent, actually usable office. Short-term monthly rentals and food stalls are also not accepted.

Q3: I don't have JLPT N2. Can I still apply?

Yes. The language requirement can be met by employing a full-time employee with N2 (or equivalent) proficiency — at least one person between the applicant and full-time employees must satisfy it. Note that the exact scope of "full-time employee" for this requirement is subject to official interpretation.

Q4: How long until I can get permanent residency with a Business Manager visa?

In principle, 10 years of residence (including 5 years of continuous residence) is required. There are shortened paths, such as marriage to a Japanese national or permanent resident. Those who do not meet the new criteria cannot apply for permanent residency from the Business Manager visa.

Q5: Can I get another visa first and then switch to Business Manager?

Yes. Changing status from a work visa, student visa, etc., to Business Manager while in Japan is a common path. You must first complete company incorporation, secure an office, and hire staff.
